Among professors, there seem to be different opinions on the system of graduate studies and on the regulation governing the system. This stems in part from different experiences which are mainly dependent upon where the professors had their post-graduate educations as well as upon their specific fields of study.

What I want to point to, at this moment, is a simple truth that graduate students are essential to the science professors' research, although they exist in some other field, for example, arts, for educational purposes. In fact, scientific accomplishments, as well as educational goals, are only achieved by the cooperative efforts of the graduate students and the professors who guide them. In more advanced places, the laboratories are better equipped and more comfortable for the students to work in and are always surrounded by lively atmospheres in which their major concerns are on various academic and research matters.

In contrast, our reality appears to be far different from such scenes of the laboratory, although to some proud professors this will not be easily acceptable. For us, the laboratory is a shabby space of one or two tables with some glasswares and reagent bottles. The laboratory is more often being left empty and some students, if there are any, utilize it well as a reading room. Whether they admit it or not, the research outcomes from such places have not been improved for the last ten or twenty years. The indifference of the professors and their sticking to their offices created an atmosphere where it is hardly possible for students to gather for a seminar or a simple chat.

What then, has caused such deserted academic atmospheres? I believe that wrong concepts on the nature of graduate studies are responsible for all of it. There are professors who say that their roles toward graduate students are to guide them to do research of acceptable standards. This may not be true unless they specify how and where. They insist that there are some other things which demonstrate their academic competencies and even argue that a professor's research is a separate entity from that of the graduate student's. This has led to another wrong idea that graduate students exist by their own choice and by paying tuition fees. This is neglecting the fact that the research works of a university are entirely dependent on them. This is also one reason why graduate students have not been well supported financially compared to undergraduate students.

We urgently need sound policies for establishing appropriate priorities regarding which students to accept and which professors are first allowed to guide the students. The graduate students should be allocated to able professors and the abilities be judged by such criteria as whether research can be done in their own laboratories and whether the works are of such a level that the research ideas are supported by granting agencies. Needless to say, in accepting students to the program, first priority should be given to young, full-time students. In this regard, we need to shake off the old idea that 'all good' is the best, since the 'all good' might be a false idea of the people who want to exercise the regulation for their own interests, not for the future of the university.
